Final decision on this from Ben?

strength+dex = armour allowed limit.
OR
Straight less than 4 armour yes, 4 or more armour it's unusable.

Dagger size limit on FAP with weapons.
Warryn Coshwood - Diamond Elf Paladin of Gerethenax
Ten Tigers - Serkanian Furious Blade

This is my final call:

You can use FAP if you are carrying nothing larger than a knife in that hand.

How about:
You can wear X points of armour and use FLP/FAP (where X = points of strength+points of dex)

And generally:
You must be actively trying to parry with your arm/leg to use FAP/FLP

Only point I will make on it, is that it makes Str based Serkanian Classes more synergistic with FAP/FLP than Dex based Serkanian Classes. This is generally because Dex is eroded as you wear more armour.

I guess the counterpoint to that is generally if you miss a FAP/FLP and are a strength based character, you are usually gonna take that hit to Body/Armour immediately, whereas if you're Dex based you've likely got a global or two to take the damage temporarily. Plus if you wearing more than 4 points of armour and still FAP/FLP'ing then your limbs will get tired eventually.
